Congress Debates Summer Programs For Middle School Teenagers


A new bill introduced this summer in Congress would set up a "summer of service" program for teens in their summer before high school. Each teen who served his community would earn a $500 college scholarship.

Senator Christopher Dodd and Representative Rosa DeLauro are sponsoring the legislation, which is an amendment to the National and Community Service Act.

The summer between middle and high school is difficult for many families because their children are too young for paid jobs and are unable to drive, and yet they are too old to have babysitters. The idea is to engage these young people in community service under the supervision of AmeriCorps members and college students.

The program is designed to reach underprivileged youth who cannot afford summer camps. According to government statistics, disadvantaged teens are less likely to volunteer than teens from privileged backgrounds, by a 43 to 59% margin.
